Emerging global rules for climate change adaptation |

The Nautilus Institute at Royal Melbourne Institute of Technology (RMIT) published a conference paper (Multiple jeopardies: emerging global rules for climate change adaptation) which says that no other issue has the ability to bring together so many people and nations as does climate change. It suggests that, although we are currently responding at the 1 percent level of what is needed to address the climate change threat, there is the possibility of a global coalition of interests that transcends national boundaries and historical antagonisms. It is perhaps the first time in history that the poor in the developing countries have a powerful ally among influential citizen groups and even some governments in the developed world. |

The Public and Commercial Services Union (PCS) published a report (Third Sector provision of employment-related services: a report for the Public and Commercial Services Union (PCS)) which questions whether there is the capacity in the third sector to deliver key public services in areas such employment, health, community care and children's services, as the government seeks to increase the role of the private and voluntary (third) sector in public service provision. |

The maturity of online public services in the EU keeps improving and they have now reached an overall level of sophistication where full 2-way interaction between citizens and governments is the norm. Nearly 50% of services allow the citizen to conduct the whole process online, says the latest e-Government survey done for the Commission. The sophistication index has risen by 6% in the year to April 2006 in the EU 15 Member States, but by 16% in the EU10. Austria leads the on-line public service league, followed by Malta and Estonia. |

Is it true that environmental policies hit the pockets of poorer households harder than those of wealthier ones? And that the poor receive less of the benefit of such policies as they are more likely to live closer to industry or hazardous waste treatment plants and further from parks or the countryside? This is a widespread perception, and in many cases one that is supported by the available evidence. |
